Staschiak was referring to a presentation made at the last city council meeting by Toledo accountant John Bibish. Hired by the city firefighter's union, Bibish purported that the city had $17.4 million dollars in additional potential sources of funds. He is attempting to demonstrate that the city has adequate resources to maintain a full complement of firefighters..

John Bibish served as finance director and budget commissioner for the city of Toledo from 1999 to 2009.

Bibish wrote a letter to the editor in the Toledo Blade in April appealing to the City of Toledo to reopen a police station that was recently closed because of budget constraints.
